Htin Kyaw, chair of Shan State Election Commission (EC), said they pushed the department of immigration to issue national ID to citizens of Shan State who are without. Over 700,000 people in the state don’t have government issued ID cards.

Htin Kyaw told SHAN the state EC has come up with a plan if the immigration department can’t issue cards to everyone before polling stations open on November 8. They can use their driver’s license or government ID and other cards issued by the Red Cross, firefighter’s association or school.

If voters don’t have any of these, the EC will issue recommendation cards specifically for voting that will expire after the election.

More than 3.5 million are eligible to vote in Shan State.
